The APC anchor intermediate rail fastener created by the Moscow State University of Railway Engineering (MIIT) is one of the non-interlocking elastic fasteners and is intended for use on the seamless track of cargo-stressed lines of mainline railways.
The mass introduction of the APC anchor rail fastening allows, unlike all other types of rail fasteners used on the Russian railways, to solve two main tasks facing the network's track economy for a long time, namely:
- Switch to the sparsely populated technology of the current path content. Technical and economic calculations carried out using data from the South-Eastern, Moscow and Oktyabrskaya railways showed that the savings in operating costs of more than 100 million rubles per year for every 1000 km of track;
Less elements: it has half as many parts in the fastening unit (9 vs. 21), which provides savings of 16.43 tons of metal per 1 km of travel;
The weight of removable elements is 3.6 times less;

Due to a significant reduction in the loads in the area of interaction between the anchor and the sleeper, compared with the loads when using embedded bolts in the KB-65 fastening, creep or vibration resistance is sharply reduced, which ensures the service life of the sleeper for more than 50 years;
2.1 times reduction in the labor intensity of work on the assembly of the rail-sleeper grating with the fastening of the APC on the link-assembly base (manual assembly option);
The possibility of fully automated assembly of the rail-sleeper grating through the use of automatic assembly lines operating with a capacity of up to 1000 m of the rail-sleeper grating in an 8-hour work shift The annual economic effect of the centralized assembly of the reinforced concrete grating with APC fasteners at the Liskin plant "Special Concrete concrete" is 67,500 rubles per kilometer of finished products.
The calculation does not take into account the savings from the reduction of: land plots, industrial, warehouse and household premises, reduction of utility costs, maintenance costs of utility networks, electricity consumption, in addition to reducing the wage fund, the reduction of social security costs, etc. is not taken into account.
The main disadvantage of ZhBR and APC fastenings is the insufficient provision of a stable gauge in curved track sections, especially in steep curves. The reason for this is the poor quality of the polymer fastening elements.
